Barracks upkeep money diverted (The Fayetteville Observer)
For decades, the Army took money intended for maintenance and used it pay for day-to-day operations such as heating buildings or mowing the grass. Barracks maintenance was one of the things pushed aside to make sure installations had enough money to keep running.
